she always jumps to the first conclusion she thinks of and she wont send you for the proper tests to find out for sure

Neglected to arrange routine medical check-ups for older adults in my family. Schedules appointments and cancels because didn't have proper staffing to perform the procedures/test. From my experience, they don't have your best interests at heart. You need to advocate for yourself here.
