5 cancelled exams? What would happen to a candidate after that many failed attempts? How do you make up for over a years worth of incompetency?

Cancelled licensing exams 3x and haven't even received as much as an email to notify us of what they are doing. Candidates should not be treated this way!!!! WHO IS RUNNING THIS ORGANIZATION?!?! The CAPR has candidates jump through a so many hoops but fails to do the one thing they set out to do: EVALUATE CANDIDATES, and seems sincerely uninterested in innovating. The last 1.5 years have been an enormous waste of time, money, energy and I'm much worse for wear due to the incompetence and disorganization of the CAPR. What an absolute disaster! I call for the CAPR to demonstrate the validity of their means of evaluation, and call for them to be transparent as to how our millions of dollars per exam are being used to administer exams. I don't understand how a written electronic exam could possibly cost 1000 dollars while they aren't even staying current with the research literature. TERRIBLE!

Update: You guessed it they still haven’t figured out how to administer the exam without multiple technical failures. They have also blocked commenting in any form on all of their social media. I recommend that their CEO step down voluntarily as she has had ample opportunity to provide this exam for our profession.

I'm very glad I decided to stay in the UK after finishing my degree instead of coming back home to Canada despite this meaning I'd be away from my friends and family for an indefinite period of time. My sympathy goes out to everyone who's had to put up with the incompetence of the CAPR; I can't even imagine the stress of having to retain all my university learning without being able to actually practice and not knowing when I'd be able to get these exams over with.

5 months later and another disaster. We have not spoken about the conflict of interest that involves Diane Millette. We all saw that rude email you sent out regarding a concerned student. Please look into CAPR VP and a member of the BC board CPTBC. How can you be a regulator and a member of the institution you are regulating. Interesting.

This feedback is based on the organization performance and making decision about PCE, which is the main duty of them. This is how serious is the PCE for me: One year and half of continuous study! Spending $2000 for preparation course! Spending $1000 to buy a new desktop computer and accessories for the exam!!! Making contract with a new internet service provider! Two weeks off work for final review before the scheduled exam! Sending my wife and my toddler out of home since 6:00 AM in the exam date to make sure that nobody is interrupting me during the exam! And I am follow all the Alliance orders regarding my responsibilities in an online exam! However, unfortunately, this organization does not take exams serious at all! They were not even aware of their platform’s capacity beforehand! Today, they postponed the exam for the third time!

CAPR is unorganized, unprofessional and a disgrace to the physiotherapy profession. They use out of date information for exam material and stay in the dark ages with communications. I went through the licensing process back in 2016-2017 and it was less than pleasant but using CAPR was the only option Canadians and international candidates have. They refuse to accept emailed information - always require mail- and make it as hard as possible for future physiotherapists to get licensed. They have the highest fees and in the world and despite research suggesting that practical exams are not necessary they continue to make them necessary to be licensed. They have shown their incompetence and inability to innovate after failing multiple times to produce any way to examine candidates through the pandemic. Other professional licensing organization have had no issues getting their candidates licensed but CAPR remains steadfast is ruining peoples lives and making it impossible for people to be licensed. CAPR needs to be accountable but colleges continue To give them power. A full investigation should be done to reform CAPR.

I'm embarrassed that this organization is a mandatory part of the Canadian process to become a licensed physiotherapist. We are better off practicing in other countries where we are likely to be valued and respected and treated fairly. I say this from experience, being a UK licensed physiotherapist but also a Canadian citizen. I'd give this organization no stars at all. I have been witnessing their poor customer service, lack of transparency, inefficiency and rude behaviour since 2017 which is when I started the credentialling process. It seems as though they need to reassess their management team and replace them with individuals who are better qualified in today's modern world of evolving evidence based research and technology.

I understand it's covid and there are difficulties with assessment. However, CAPR has a duty to keep us in loop with our progress of assessment or an expected date. It does not make any sense that emails should take 3 weeks to get a reply or not be able to contact via phone. I just don't understand how anyone going through the same assessment is ok with how this organisation handles paperwork. More than having debt on from tuition delay in licensing procedure in our career is the biggest barrier I have ever seen so far. It should not be like this. This organisation needs to make changes and communicate better.

On your web site it states 12 successfully finished the latest test, yet your Facebook page ( which is now blocked) said only 6. Which is true if any of it? Absolutely embarrassing organization. I'm a Canadian grad and I was sooo disappointed with this entire accreditation process. Unbelievably expensive fees that continue to rise MULTIPLE TIMES PER YEAR with no explanation. "non-profit" - I'd love to know what the salaries of the higher-ups are. They are not held accountable by any other organization. Their testing measures SHOULD be evaluating safety, ethics, and basic EVIDENCE-BASED skills (not detailed/specific nit-picky and OUTDATED techniques) - As a result good quality therapists (both local and internationally trained) are put through the ringer in order to work in Canada. All of this and I haven't even touched on the customer service - for those fees service should be held to an incredibly high standard of professionalism, and efficiency but they are anything but. I completed my exams 3 years ago so luckily I can continue to work as a physiotherapist in peace - but I still think this organization needs some MAJOR change and to be held accountable by someone (even if it is a series of poor google reviews).

It's time that candidates consider a class-action lawsuit in order to deal with this because this is hurting candidates and the Canadian Physiotherapy profession. Students and now candidates have been a revenue stream for far too long and the shake-down for money has to end. I continue to be amazed at the disregard the CAPR has for the lives of others and the impact this disaster continues to have without resolution. Unfortunately, as time goes on and more people speak out, the Canadian PT profession is going to be seen as not doing enough to change with the times while candidates and their families are made to suffer. While CAPR twiddles and spends other people's money, candidates are treated as if interchangeable and disposable. This is cruel. The level of incompetence in the mismanagement of this examination goes far beyond the PT profession and Canadian borders. It has caused undo hardship, not just financial, but far moreso, mental anguish for those who have been affected, including foreign trained applicants who have put their lives on hold for way too long. Three strikes and you are out, just like any CEO who behaved with such complete ineptitude, the endless stream of apologies unacceptable at this point. CAPR should be closed down permanently and the entire BoD terminated, effective immediately, including the CEO and President. This examination has never made good sense, not well thought through and is nothing but a money-grab, totally unnecessary and completely unrealistic--no PT practices in the real world under such artificially imposed, high stress stakes as represented by the PCE. You have made a complete mockery of the Canadian Physiotherapy profession and this must end now. There is an online petition that has exceeded 10,000 signatures (change.org "Cancel the Clinical Physiotherapy Competency Exam (PCE) Canada") and it includes a section for comments where it will break your heart to read from graduates, parents of graduates, as well as foreign-trained applicants who repeat the same message: END THIS FARCE OF AN EXAM!

Your primary job is to administer exams and yet you struggle to do this more than any organization or institution I have ever seen. The level of ineptitude and inefficiency of the CAPR is baffling. You are creating a massive barrier to entry for people who have already spent 6 years in school, including 2 years of post-graduate studies and over ONE THOUSAND HOURS on clinical placements. Do you think we get this far by accident? Is this insufficient to prove we meet the minimum standards of practice and that members of the public will be safe when working with us? All of these accredited physiotherapy programs are apparently incapable of establishing our credibility and competence, so we need the Holy CAPR to save the day and ultimately decide our fate. You have thousands of potential physiotherapists who have worked so hard to get here waiting.... and waiting...for you to get something right. Yet, almost 2 weeks since you blew it, you have yet to deliver a concrete plan because our schedules, families, and financial well being are of zero significance to you. Why are you unable to perform several exams per week with a smaller number of examinees? Are you worried you will run out of perfect questions to stifle us? Or are the millions of dollars you make not enough to offer exams more than a few times per year? This has nothing to do with safety, or with the public. This is all about money. I studied at an accredited program abroad that consults directly with the alliance to ensure they are meeting the minimum standards set out in Canada. However, upon returning to Canada I still had to undergo the redundant process of assessing my educational credentials and qualifications, which was over $1000. As if that wasn't enough, I had to have my owl, Hedwig, fly my forms and payments over by mail because you have yet to join us in 2020. This process took over 3 months to complete. What an absolute scam. This practical exam is completely unnecessary and unnatural. I have never encountered a single physiotherapist or health practitioner who speaks or behaves with the rigidity that is expected of us to pass this exam. Get it together CAPR. You already robbed us of our money... stop leeching away our time and sanity.

The process of credentialing is so tedious with them. it takes months just to get your documents approved and be verified. NPTE on the other hand finished the same job in 4 months. Inspite of having higher fees, the work is below competency level. they returned my paperwork twice wasting 4 months of extra time.

Update 14/9/2021 So this is a new update for my previous post done several months ago. Nothing to see here. The exam got cancelled again for the forth time. I am really sorry that I decided to move to Canada. I should have chosen another country. Just imagine someone studying non-stop for two years and at the same time practicing as a resident for about 18 months just to show that he is a safe practitioner! We all know the precautions after ACL reconstruction and all hospitals bed have their breaks on all the time! All physios around the world know the RED FLAGS for cancer. Even my illiterate grandmother knows the signs of infections!!!! You don`t need to grab money to test these. Please understand this! ------------------------------------------------ They cancelled the clinical exam for the third time despite promising that they would deliver this time. Three weeks of vacation for studying, buying new laptop, spending hours and hours practicing in the past two years. Still working as a resident helping and treating patients risking our health. What have we got in return? Nothing but frustration and dozens of apology emails from CAPR! What a nightmare.

Just few questions after so many intentional(could be due to inability to accommodate so many candidates for free in practical exam) and may be unintentional failures.. 1) Will "those" candidates get close to 1795$ extra (for time wasting, for their education loan interest, for being paid less for so many months) as you are no longer conducting exam knowing that some of them were given fee waiver? I am well aware that you have provided refunds and this is regards to your announcement that one practical exam will be free anytime "those" student wants to sit.. 2) Knowing that CAPR was unable to conduct exam after so much time allotment and attempts given by students...If the provincial college is conducting exam WILL CAPR PROVIDE FUNDING FOR PROVINCIAL EXAMS IF "those" STUDENTS NO LONGER NEED TO TAKE YOUR EXAM? 3) for any future CAPR exam will "those" candidates be allowed free 1st attempt no matter what?? I think there are many more compensation CAPR is liable for.. One thing I noticed in one of the application forms at the end you have asked students to consent for is "they can not sue you.." Weird eh!! Responses to above questions will decide the failure was how much intentional and how much unintentional... If No response is provided that means it was 100% intentional failure of virtual exam so you guys can still get paid and will not have to worry about your announcement of "exam fee waiver". I and many others strongly believe that last virtual exam was a big cover up..because you knew that students have not done anything so far so what are they going to do if there's one more such incident.. PEOPLE ALSO SHOULDN'T TRUST "CPA". They are having a huge conflict of interest if CAPR canceled exams altogether then they will come in to picture to make money....The latest comments by CAPR about possibilities of new exam agency is no one else but "CPA"....

Now the the same organization is supposed to decide if candidates are competent or not. Can’t even imagine what residents are going thorough mentally emotionally and financially. Some applicants are deciding that they don’t want to give exam because they are not competent enough but CAPR are the ones not competent enough to conduct the exam despite having enough time. Having to post EVERY single form to them when you don't live in the country takes months to organise the registration and not to forget their insistence to send bank information via post! There is a review on here by someone who decided to create a fake account to impersonate me and write an inaccurate review about something that did not happen; please ignore it. CAPR is an organization with an important job to do, to protect the public and make sure we have safe, competent, and professional individuals entering the field. Yes it’s a stressful process, yes it can be difficult to navigate, and yes people fail, but a profession with more barriers to entry makes it that much more worthwhile to try to be a part of, and feels that much better once you’ve made it. If you want a profession that anyone can be a part of, seek out a career in alternative medicine and sell placebo. If you did not pass, please use it as motivation to study harder, seek advice, and practice more until you try again and pass. Ask someone who is already a PT, I’m sure they’d be more than happy to help! Not every road in life is easy, unfortunately, but you’ll be a stronger person after going through some adversity. I am not a physiotherapist but a concerned citizen who you claim to protect. CAPR's handling of the licencing exam is abysmal and an embarrassment to the profession. Medicine, nursing, dentistry, chiropractics have managed to figure this out without exploiting their graduates and putting a strain on the health care system that is especially burdened during covid times. Physiotherapists get into this profession because they want to help and care for people. Unfortunately, the CAPR treats new physiotherapists like incompetent and untrustworthy professionals who don't know how to help and care for people. In the last month I have been disheartened to hear fellow colleagues say they should have chosen another career or maybe they should pack up and leave to a new country to practice the profession they love. The incompetence of the CAPR is pushing away great, new and upcoming physiotherapists...and demoralizing the ones who decide to stay. No apology can ever rectify what is happening. The worst customer service. Even if you email to them, they won’t reply. They charge high fees for everything yet they are not providing the fare customer service. I had to pay 500$ to reschedule my exam to another date, 2 months out from the actually scheduled exam. The location sites and information have not yet been determined or even sent via e-mail at this time. This whole process has been a nightmare and my goal for this review is to notify future applicants so they don't have to pay these ridiculous fee's set out by a 'not for profit organisation'. The wait is unending. They don't check their mail room for 15 days and don't update mail log for another 15. To the CEO of this company... Very convenient time to pursue education after two years of catastrophe, it looks like it was much needed. I wonder how some people get sleep at night with a heavy handed conscientience to deal with. I do hope that you will consider the countless lives you negatively impacted for the last two years, and the few decades of unnecessary stress, mental health issues, and suffering. I have seen my friends divorce and even consider taking their lives because of your lack of leadership. I hope you will stop using the words "innovation", and "leadership" in your statements. We all know that is a creation of your imagination. Please understand you are leaving behind a SEA failure and catastrophe and countless of disappointed professionals who depended on you to do your job so they could do theirs. CAPR has caused an incredible amount of needless stress, frustration, and anxiety to interim physiotherapists due to their failure to successfully administer even one practical exam over the past year and a half (and counting). This failure has impacted interim physiotherapists, clinics, and most importantly- patients. This profession provides too important of a role to be needlessly impacted by such a poorly run organization.

Unaccountable. Incompetent. Unprofessional.. CAPR's sad attempt to navigate the examination throughout this pandemic is laughable, at best. Three exam cancellations. Months of studying out the window. Seemingly endless mental, emotional and financial stress for candidates. Thousands of dollars in wages lost to time spent studying or being unable to practice. Precious time that could have been spent with loved ones - gone. Their response to this pathetic attempt to run an exam? An apology email and notice that the exam will be postponed to "later this spring". How tone-deaf and disrespectful can this organization be? An absolute disgrace to the physiotherapy profession. Enough is enough, CAPR.

Completely disorganized. Taking years to update the info. Phone lines are not being answered. They don’t have straight forward answer of anything. I don’t understand who is running this kind of organization. They already failed 5 times just to conduct the exam. If a student fails for 3 times, they are not allowed anymore attempts . Likewise, alliancept must not be allowed to conduct the exam.

This organization is a humiliation to Canada. It is poorly run and unethical. I am organizing a class action lawsuit for anyone who has ever "Failed" the exam- whether it is once, twice or three times, for anyone who has had their paperwork rejected or any other dealings of the CARP incompetence. Embarrassing! My partner is an ICU physiotherapist in Australia and has been studying for the clinical exams for almost TWO years and it's been cancelled four different times. Whoever is in charge needs to resign ASAP. I am a family physician myself and did my exams over Zoom here in Australia yet CAPR couldn't even manage this. Quit toying with people's lives. I would expect better from my home country of Canada.

5-Year Ban for Sharing Exam Materials May 4, 2017 During regular monitoring of the internet, CAPR staff discovered a person advertising Physiotherapy Competency Exam (PCE) questions for sale. CAPR, in conjunction with the provincial regulator, investigated, gathered evidence and concluded that cheating had occurred as defined in our exam policies. The CAPR Board of Directors approved the following sanctions: A 5-year ban on writing the Physiotherapy Competency Exam All Canadian physiotherapy regulators will be notified CAPR would like to remind all candidates that discussing or sharing information seen or heard on the PCE, before or after taking the exam, is strictly forbidden and considered to be cheating. Do not write down questions you’ve seen on the PCE. Do not share them with other candidates. The penalties for cheating are serious. The actions of the regulatory college are independent of those of the CAPR. The candidate’s provisional licence may be affected. Because of the CAPR sanctions, the exam candidate will not be eligible to re-attempt the PCE until 2022 at the earliest and will not be eligible to practice physiotherapy until that time. The CAPR takes its role in the protection of the public seriously. These sanctions demonstrate the gravity of the ethical breach committed by the exam candidate. The president & the vice president of the CAPR filed a complaint against me through my College for stating that the exam provided by the CAPR lacks reliability and validity, which is supported by a systematic review published in a peer review journal (Bobos et al 2021). They obviously attempted to silence me by using threatening tactics. My lawyer saw this as an obvious attempt to impede on my freedom of speech as this complaint had NOTHING to do with protecting the public. They finally retracted the complaint against me. I wanted to know why of all the people active on social media, I was the ONLY one who received the threatening letter? I repeatedly asked for an explanation from my college and I got NO REPLY. I stated that I feel that it may have something to do with the fact that I am a person of colour as ALL the board members on the CAPR are Caucasian and all the other publicly active PTs who also complain of the PCE are Caucasian, yet NONE of them received the letter. I repeatedly have asked that I want an answer why I was chosen and not others. I was promised an answer in 2 weeks, that was 6 months ago. I guess their tactic is to not reply and hope it all goes away. A recent survey showed 93% of respondents perceived that the CAPR is racially discriminatory. Another survey showed that 45% of the PT respondents perceive that the CAPR is racially discriminatory. What percentage of perceived racism is okay for us to tolerate?

I feel that it is important to express both my own and the collective frustration with the third rescheduling of our clinical exam. This most recent cancellation - on the day of the exam no less - is both unethical and completely unacceptable. Many of us have now paid for multiple courses to prepare for the exam, as they are intended to take us up to the date of the exam which keeps being postponed. These courses cost $1500-$2000 each, and they are necessary especially with the expectation of having to take a completely new exam that has never been done before. It is difficult to understand how only on the day of the exam CAPR finds out there is insufficient capacity on the exam platform, after specifically assuring us in a webinar there would be no issues. This has been the most difficult and stressful year for many people, and this exam is causing unfounded stress for myself and many of my fellow interim physios. Not only are we all coping with a pandemic, but many of us have also put our lives on hold to prepare for an incredibly mentally exhausting exam with no end in sight. What assurances do we have that you have not already given that our exam will take place on the next date you set? I am completely dumbfounded at how long we have been expected to delay relevant courses that would expand our skills as clinicians because we are required to continually prepare for this exam. After putting these on hold for over a year I finally registered for many courses, such as orthopaedic levels, assuming that the exam would finally be completed on March 20th / 21st. We are now being told that this exam is being delayed and will likely overlap with when I am taking these courses. I have paid a significant amount of money for these and will require additional time off work for study. Somehow, I am also now expected to complete the exam during this time too with this latest rescheduling. The amount of time, money, and emotional labor that has already been devoted to this exam has far exceeded what should be expected of any new physiotherapist. When the pandemic hit, medical programs in multiple countries (including Canada) immediately adapted to the extreme circumstances and passed students who were scheduled to take practical exams. Instead of taking this reasonable and logical approach, the CAPR has delayed our exam now multiple times under the guise of protecting the public or technical issues. If medical doctors were permitted to bypass their clinical exam, why weren’t we? Quite simply, one organization cares about the well-being of the public and its doctors, while the other clearly has a complete lack of empathy for those it is supposed to be regulating. At this stage I believe our time would be far better devoted to patient care. Now more than ever our medical system needs fully licensed physiotherapists to be treating patients in hospitals. Instead of being able to do this effectively, the CAPR is handcuffing its newest physiotherapists into taking even more precious time off work for the third attempt at this exam (through no fault of our own). I have now dedicated a year of my life for this exam, on top of the years spent in Physiotherapy school. The “sincere” apologies repeated to us over and over are meaningless at this point. The CAPR should not be putting our careers on hold indefinitely – this is certainly not in the public’s best interest given the growing nationwide shortage of physiotherapists.

Questions: Prioritizing the important first so if you don't have time and you are crazy busy conducting exam you can answer first few???????????????? 1) So you conduct this exam because you care for general public's life. What about the lives of Physiotherapists?? Do you really care?? 2) All the Students who got the date for their practical exam in September will get a chance to write free practical exam??

I am absolutely speechless with the poor management, communication and organisation of the CAPR. I realize COVID has been a challenging time (for everyone I might add) but every other company has had to come up with responsive and creative solutions during this pandemic. It was not until September 2020 when it was announced they would not proceed with the exam in November in person (8 weeks notice) and that they would then have to consider how to provide this exam virtually. Then today there were failures with the online platform and the exam this weekend was cancelled after being online for 2.5 hours attempting to complete it. It should not take 2 years to become a registered physiotherapist in Canada. COVID cannot be used as an excuse.

Archaic and disorganized organization. Correspondence is often delayed, not receiving responses for up to a week by email, often not at all by phone. They have guidelines for guidelines for guidelines that only seem to slow down their processes. On top of this the majority of their staff is rude, condescending, lazy and frankly unprofessional. Forms that get faxed or mailed in have been lost in my case or never acknowledged. Just a mess.. The worst part is that no one seems to regulate the regulatory body, so it will likely never get better.
